Stephen Wilson, outgoing Eighth Air Force commander, Joint Functional Component Commander for Global Strike, and Task Force 204 commander; and Brig. Gen. Scott Vander Hamm, render a salute during a promotion and change of command ceremony at Barksdale Air Force Base, La., Oct. 23, 2013.
