    Barksdale Air Force Base dedicated a new state-of-the-art conference center in the Barksdale Club in honor of retired Maj. Gen. William Eubank Jr., during a ceremony here March 4.     The month of February marks a historic time for the Headquarters Eighth Air Force (Air Forces Strategic). On Feb. 1, the Numbered Air Force celebrated 67 years since the VIII Bomber Command, from which the 8th Air Force traces its heritage, was activated at Langley Field, Virginia. The DSC is awarded for gallentry and risk of life during combat while engaged with an armed enemy force, the gallentry must be of such a high degree that it is too high for any other military honor, but does not meet the criteria for the Medal of Honor. This award is being presented 65-years after Holmes and his fellow B-24 pilots performed low level bombing missions over the Ploesti Oil Refineries in Rumania during World War II. Most of the pilots who flew that mission were awarded the Distinguished Service Cross, while Holmes was given a Silver Star.     Four 819th RHS Airmen receive Bronze Stars; 11 earn AF Combat Action Medals
